The Hong Kong Government will implement a garbage tax in 2024, and its policy is mainly based on thepolluter pay principle. It requires citizens to purchase designated plastic bags to contain garbage.

Large solid waste must purchase labels, and prohibits free distribution and the sale of disposable plastictableware and supplies. These regulations are the most controversial among citizens.

Why are HK citizens worried about this policy?

The government heavilypromoted and supported garbage recycling in the early stage, and even used point rewards to induce citizens to recycle garbage. As a result, most Hong Kong citizens have become accustomed todisposing of garbage for free regardless of the consequences, as long as they use recyclable materials (e.g. plastic). Without the concept of waste reduction at the source, the amount of garbage discarded would not have been significantly reduced.

Hong Kong people have a fast pace of life, and most of the time meals are fast and convenient.In addition, after three years of the COVID-19 epidemic,citizens are accustomed to buying takeaway food and consider it more hygienic,thus generating a large amount of disposable plastic tableware waste, even if there is a charge for plastic tableware, people may exchange moneyfor convenience.

Sudden imposition of fees during Hong Kong's economic downturn will increase the burden on citizens' lives, and may lead to some people using different methods to illegally dump garbage in order to avoid fines or save money, causingenvironmental pollution.Among the many types of solid waste, it is the most difficult to deal with. The amount of plastic waste is the largest and the harm is deeper.
